Mind upload - short overview

Current state
Austrian DDU GmbH is currently the only entity in the world offering commercial mind upload and hosting services. Competitors in United states, China and Japan have announced that their services will be available in "near future", but no dates have been provided, and according to inside sources, they struggle to achieve compliance with regulations required to receive international accreditation. It is suspected that state actors run their own mind upload programs in secret, however no evidence of that has come to light.
Legality and regulations
DDU, being a pioneer in this field, essentially set the standards that EU regulators subsequently (and surprisingly quickly at that) codified in law. The regulations still impacted them, however; for example, forcing them to create a public interoperability layer, that would allow transfers of minds between DDU's and other accredited entities' servers. They also had to provide more robust safeguards than they initially planned to, despite their lobbying efforts.
The most important requirements posed by the law are:
The mind upload process must not create a copy of a living mind at any point. Backups of already uploaded minds are allowed for disaster recovery purposes, but they must be stored in a way that does not allow them to be activated automatically (for example, stored on isolated network).
Mind activity must be continuous throughout the entire process; Parts of the mind already digitized must communicate with parts that yet aren't so that at no point cessation of activity (brain death) occurs. In practice, and in combination with previous point, this means transferring neurons slowly, one by one, and destroying those already transferred so that there are no duplicates. As a consequence, at the end of the process the physical nervous system will be destroyed entirely with the mind never pausing or "dying".
Uploaded minds must live in a simulation that resembles Earth as closely as possible. Discrepancies are allowed in cases that do not affect the residents' experience (so e.g. sub-atomic particle simulation can be simplified as long as it produces correct results).
The simulation must run at real time. One second in simulation must equal one second outside of it.
Communication between simulation and outside world must be allowed. In particular, residents must be allowed access to the Internet.
Nothing within the simulation may cause harm to the residents. In particular, they shall have the option to turn off pain and other unpleasant sensory experiences, and shall be provided new bodies immediately upon request.
A resident shall have the option to end their existence.
Technical solutions
The mind upload process itself is an incredibly complex technical challenge. The exact details can be found in patents filed by DDU.
The details of how DDU runs the simulation are much less public. They own multiple large data centers around the world, each running a separate simulation. Their simulations are known to not be perfect; multiple residents observed minor anomalies when moving at high velocities. DDU stated that they do not plan on making simulation's source code public.
Risks
Not every mind upload is successful. Especially with diseases impacting brain, there is a considerable risk of failure and death of the patient. DDU's customers are forced to sign a liability waiver prior to the procedure, which means their estate cannot pursuit a wrongful death lawsuit.
Given that most if not all mind uploads are done on people suffering from terminal illness, the medical consensus is that they are a worthwhile option even with high risk of the procedure. Some critics argue that due to the way the procedure interacts with brain, a death on the operating table is much more terrifying, compared to traditional surgeries where patient would not be conscious or aware.
Incidents
In one alleged incident, a patient undergoing mind upload suffered a stroke halfway through the procedure. Only a portion of their brain was uploaded successfully, with rest becoming unsalvageable due to the damage. The recovered portion of the digital mind was never uploaded to a simulation and was deleted soon after. DDU defended their decision by that the mind was not complete enough to be even conscious, while the family called their actions "akin to unauthorized euthanasia, which should be treated as murder". No criminal charges have been brought up, and civil lawsuit was settled out of court with no details available to public.
Simulation themselves are often criticized by residents and outsiders alike. Residents regularly post proofs of glitches and anomalies affecting their daily lives on social media. Usually they range from benign to annoying, however several times entire simulation was brought to a halt because of a critical bug.
Last May, a previously little known terrorist organization [REDACTED] attacked DDU's office from which the simulation is controlled. They were quickly apprehended, but not before causing damage to the simulation, forcing it to be reverted to an earlier point. No residents have been harmed, and their memories were not affected by the reset. The attack caused an uproar against DDU's security standards. In response, DDU heavily increased physical security in all their offices, including automatic assault rifles, heavy machine guns and combat drones, having been granted special permission from the government. Critics argue that no private company should be allowed to militarize to this degree, and it's the government that should be using their military to protect digital residents, just as it protects everyone else.
